WASHINGTON - The United States said Monday China's claims to offshore resources across most of the South China Sea are "completely unlawful," as is Beijing's campaign of bullying to control them.

Some experts told VOA this is the first time that Washington "explicitly" endorsed the substance of a binding ruling by a Permanent Court of Arbitration in The Hague four years ago.
