Luxembourg's Prime Minister Xavier Bettel says he "doesn't recognise the Viktor Orban today" as he arrives for an EU summit in Brussels. Orban's government has passed a new law in his country banning LGBTQ content in schools, which EU leaders view as homophobic and contrary to EU values.
