Despite being awarded damages of $445,000 against the electric scooter rider who crashed into his wife, there is little guarantee Mr Leong Loon Wah will actually get the money.
The e-scooter rider is 21-year-old national serviceman Nicholas Ting Nai Jie, who says he is unable to pay because he has no assets and was not covered by insurance.

PMD rides in Singapore should buy insurance before allowed to use the machine so far no such law being lay down the government ( should looked into this issue ( some thing like Highway Code Test before can issued by LTA.

Money should not be the source for him to pay for his mistake, imprisonment for him will make him realise the life in prison which he will remember forever.

In this case, LTA should bear the compensation as insurance was not implemented when PMD was legalised in SG. The rider will still need to be punished for his mistake.
