13th Malaysia Plan passed, sets path for inclusive, AI-driven economy
KUALA LUMPUR: The Dewan Rakyat today passed the 13th Malaysia Plan (13MP) without amendments.
It was tabled by Prime Minister Datuk Seri Anwar Ibrahim on July 31, followed by an eight-day debate session that began on Aug 4.
The winding-up session, which began last Monday, involved 30 ministers, with the final wrap-up delivered by Finance Minister Datuk Seri Amir Hamzah Azizan, who is also carrying out the duties and functions of the economy minister.
A total of 153 members of parliament from both the government and opposition blocs participated in the 13MP debate.

During the winding-up, Amir Hamzah dismissed claims that the 13MP sidelines the Bumiputera agenda, clarifying instead that it remains a key focus under the Bumiputera Economic Transformation Plan 2035 (Putera35).
He said the effort to reshape national development under 13MP also aims to bridge the developmental gap between states, regions and rural areas.
"The move to diversify the economy by focusing on new sectors will attract investment to previously overlooked areas and stimulate rural development.
"This effort is supported by infrastructure improvements, with a target to build 2,800km of rural roads nationwide.
"Of this, 70 per cent will be allocated to the six underdeveloped states," he said.
The five-year development plan targets the creation of an inclusive and progressive society, while positioning Malaysia as a regional leader in digital technology through innovation and globally competitive 'Made by Malaysia' products and services.
Four main pillars are outlined under 13MP, themed "Reshaping Development", which include enhancing economic diversity, increasing social mobility, accelerating public service reform, and improving people's well-being and environmental sustainability.
In addition, nine priorities were identified, including advancing towards an artificial intelligence-driven nation, boosting high-growth and high-value (HGHV) industries and strategic sectors, balancing economic progress between regions, strengthening rural development, and enhancing Malaysia's role in the global economy.
