The taxi drivers may park their vehicles to check the rear seats at a safer place upon passengers alighting the destination before others on board the same taxi.

In the first place the warning letter is uncalled for. What if all cabby stop by the road side to check their taxi after the passengers alighted. For parking at road side, if get summon can use this as a reason to wavie it

Shouldn’t it be the responsibility that passengers should check & make sure they don’t leave anything behind since they’re the ones who should know where they places their own inside the taxis! How can it be blamed that such responsibility be transferred to the driver leh!
