Lee Lam Thye: Punishment alone won’t stop littering, schools must instil civic responsibility

KUALA LUMPUR, Dec 29 — The implementation of community service orders for habitual litter offenders is seen as an appropriate deterrent measure, but the ultimate solution to the nation’s cleanliness issues lies in strengthening civic education.
Alliance for a Safe Community chairman Tan Sri Lee Lam Thye said that while punishment in the form of shaming or public humiliation for habitual offenders is long overdue, it does not guarantee a long-term shift in societal attitude.

You can never eradicate littering. You can only minimise littering. Look at Singapore strict littering enforcement laws yet residents living in high-rise HDB flats are throwing rubbish and killer litters out of the windows. Clean-up programmes will not help to stop habitual litter bugs from reoffending.
