Pakatan Harapan (PH) last night unveiled its manifesto for the Negeri Sembilan state election, framing it less as a fresh set of campaign pledges and more as the next chapter of what the coalition says is eight years of proven governance.

Caretaker Menteri Besar Datuk Seri Aminuddin Harun said the coalition deliberately focused on commitments that could realistically be delivered, arguing that implementation mattered more than making grand promises.

“For me, what is most important is that this manifesto can be implemented. It’s not about making promises, but ensuring they are carried out,” he was quoted as saying by Astro Awani.

Aminuddin said PH’s confidence stemmed from its track record since taking over the state administration in 2018, claiming the coalition had fulfilled the bulk of its previous election commitments.

He conceded that one notable pledge remained unfulfilled – limiting the Menteri Besar’s tenure to two terms – after the proposed amendment failed to secure the necessary support in the State Legislative Assembly when the bill was tabled in 2021.

“People want a manifesto that can be delivered, and I’m confident we can do that. We have the track record. We’ve governed for eight years, and we believe we can fulfil what we are promising the people,” he added.

The manifesto is anchored on 10 key commitments, including preserving a stable, clean and people-friendly administration, strengthening the Skim Sejahtera Rakyat (SSR), creating 30,000 high-income jobs, delivering 20,000 affordable homes, improving education, and expanding support for youths, women and families.

PH also pledged to work with the federal government to accelerate several long-awaited infrastructure projects, including the Port Dickson International Port, the Senawang–Port Klang Bypass Rail Line, Bandar Enstek Hospital, the Seremban Sentral development, and increased KTM Komuter frequency between Seremban and Kuala Lumpur.

Aminuddin said the manifesto was designed to ensure Negeri Sembilan residents continue to benefit directly from development while maintaining the state’s investment momentum and economic growth built over the past eight years.

The coalition is seeking a fresh mandate on the back of what it describes as a governance-first approach, betting that its record in office will carry more weight with voters than ambitious election rhetoric.

In the 2023 Negeri Sembilan state election, PH won 17 seats followed by BN (14 seats) and PN (five seats).

The Negeri Sembilan legislative assembly was dissolved earlier following tensions between BN and PH – after the state government led by Aminuddin rejected a declaration by the state’s four Undangs claiming that Yang di-Pertuan Besar Tuanku Muhriz Tuanku Munawir had been removed from office.

The tension deepened on April 27, when all 14 Umno–Barisan Nasional assemblymen withdrew their support for Aminuddin, claiming that he had failed to respect the state’s traditional rulers.

This prompted the state Perikatan Nasional to declare the support for Umno – BN to assume the menteri besar post.

It was later revealed that Negeri Sembilan Umno–Barisan Nasional representatives had acted independently, without any interference from the central leadership.
