KOTA KINABALU: The Sabah government needs to implement a comprehensive plan to address the state's basic infrastructure development once and for all, says opposition Parti Warisan president Datuk Seri Mohd Shafie Apdal.

He said problems related to water, electricity, proper roads, education, and healthcare, among others, require urgent attention.
