The lashing strap with metal hook hit my windscreen, causing a crack on windscreen. unable to imagine if it was a person walking / motorcyclist. Result would be catastrophic

The person from that company throwing that strap-down cable should check if there are any cars before throwing it. If that person didn't check, and such incident happens, then it's the thrower's fault, and compensation needs to be paid for the windshield repairs.
