UAE targets 10,000 entrepreneurs with ‘Startup Capital’ initiative

The United Arab Emirates has launched a national campaign called “The Emirates: The Startup Capital of the World,” aiming to attract 10,000 entrepreneurs and create 30,000 jobs over the next five years.
The campaign is managed by the Ministry of Economy and Tourism, with participation from over 50 public and private sector entities, including business incubators and academic institutions.
Key initiatives include launching StartupEmirates.ae, training 10,000 Emiratis through the Entrepreneurship Programme, and licensing 500 Emiratis to manage residential construction projects.
Other efforts involve supporting 250 Emiratis in forming real estate companies, licensing 500 tax agents, and hosting exhibitions to raise awareness of entrepreneurship.
SMEs make up about 95% of active businesses in the United Arab Emirates and contributed 63.5% of non-oil GDP as of mid-2022.
The United Arab Emirates ranked first in the 2024-2025 Global Entrepreneurship Monitor among 56 economies for supporting startups and SMEs.
