The factors are leaning towards the people and the government policies..In Indonesia, mandarin may not be spoken fluently even by Indonesian Chinese. We all know how Indonesia integrated all her people into one national language. There may be old school Indonesian Chinese that can communicate in mandarin, but not as common as in Malaysia, where most Malaysian Chinese are able to speak mandarin, or their dialects.
